CMB is relic radiation from time when Universe was nearly uniform hot plasma.
Plasma is opaque - as temperature falls transition to neutral gas takes place and Universe becomes transparent.
We see black body radiation over the full sky red-shifted to microwave freqencies.
Small variations in intensity trace density structure on a shell cut through the Universe at the time when plasma - neutral transition occurred.
