Take a sensitivity hit observing through atmosphere - avoid low elevation

Need:
4 fields each 3 sq deg equally spaced in RA
We observe 24x365!
Low galactic foregrounds (synchrotron)
Declination >0
Want:
Declination similar to array latitude (+37)
...optimal sensitivity and good imaging
Existing deep multiband optical photometry
...including NIR for photo-z in range 1<z<2
X-ray coverage...
